  <body>This is not a good time to be the mayor of [Samui] [1]. Late last week, Mayor Ramnet Jaikwang received the news that his teenage nephew had been arrested along with two friends for snatching the bag of a Chinese female tourist.

The mayor has been working hard to attract Chinese tourists to the island after the Chinese government recently lifted a ban on tourism to Thailand. However, plans to promote the safety and community spirit of Koh Samui seem to have blown up in his face when his 17-year-old nephew and his friends, the 18-year-old Veerayut Chauykhongma and a 16-year-old girl were arrested by a team of policemen and volunteers in a woodland hideout.

It seems that the three teenagers snatched the bag of Seal Mai Ma, a 24-year-old tourist from China, while she was walking along the Lamai beach road. The teenagers sped towards Seal Mai Ma in a Honda Click motorbike and grabbed the bag, which contained US$200 in cash as well as Visa and Master cards and a mobile phone.

However, Mayor Ramnet will be awarding his nephew no special privileges. &#8220;There is no protection for anyone if he is guilty. Anyone committing a crime must be penalized,&#8221; Ramnet said in a recent statement to the [Samui Express] [2].

  <body>Late on Sunday night, police officers stopped Payom Chueyphoo, 40, as he was driving his car along the Saeng Chuto Road. They searched the car and discovered ten live pangolins, which Mr Payom was transporting to his home in Kanchanaburi, which is located just to the west of [Bangkok] [1]. 

The ten pangolins, which are brown in colour and are also known as scaly anteaters, weighed a combined 34.5kg. The animals had been packed in plastic bags and were being held in the boot of the car.

After being questioned, Mr Payom told the police that he bought the wild animals from Ban Kao village in Muang district for 500 baht each. However, the police had already been informed that he had links with a major wildlife trafficking gang. Mr Payon denied the charges, claiming that he planned to cook the pangolins for his family and friends to eat.

Police Lieutenant Colonel Narongdet Kamolbutr, of the Natural Resources and Environment Crime Division led the operation on Sunday. The police have been watching Mr Payom for some time, but this is the first time they have been able to catch him in the act. 

"It is big business with big money and it is very difficult to crack down on them," Narongdet Kamolbutr,&#8221; commented to the [Bangkok Post] [2].

  <body>People's Alliance for Democracy coordinator Suriyasai Katasila spoke out earlier this week against the charges posed against thirty six PAD leaders. The leaders have been charged with terrorism for blockading [Bangkok] [1]&#8217;s Don Mueng and Suvarnabhumi airports late last year.

However, in a public address, Suriyasai Katasila announced that the charges were inflated and groundless, likening the situation to a previous case where when nine PAD leaders were charged with treason. The charge was later removed by the Appeals Court as it was felt that it could not be supported.

"The blockades of the two airports were not intended to create unrest but an exercise of the right to peaceful assembly under the constitution to oppose the then government which was illegitimate. We did no damage to property of the airports. Moreover, we were attacked with M79 grenades several times but police have not been able to arrest any suspect," Mr Suriyasai was quoted as saying by the [Bangkok Post] [2].

The PAD coordinator also added that crimes committed by protestors from opposing group the United Front for Democracy against Dictatorship when they forced the termination of the Asean Summit in Pattaya and attempted to take the prime minister's life at the Interior Ministry were much more severe.

  <body>A cautionary tale for anyone who&#8217;s ever visited Thailand and considered extending their holiday by working without filling in the necessary paperwork and obtaining a work permit.

According to a report in the [Samui Express] [1], three Westerners were arrested on the island of [Samui] [2] late last week by immigration police and taken to the local police station for questioning.

Swiss citizen Bernard Edmond Junet, 69; British woman Dianne Serla Virks, 58; and German Carmen Dailn, 51, are believed to have been running a business on Koh Samui without work permits.

The trio are believed to have worked for S.T. Owner Management, which is responsible for collecting payments for power, water and other utility bills from residents of the Santi Thani housing project in the Maenam area of Koh Samui.

The three suspects have been longtime residents of the island, and are also suspected of working as property agents, selling residential units on the side. 

However, despite police Lieutenant Colonel Vatchaphong Praipan&#8217;s assurance that the police are investigating the trio, they were soon released from custody after paying a fine.

  <body>A big day for the police last week when they arrested Somsak Phansranoi, 38, in Chumphon Province near [Samui] [1] for driving over the speed limit and using a fake driving license.

The [Samui Express] [2] reported that what the police may have though would be a simple arrest or fine turned out to be much more when the driver suddenly confessed to killing his wife. 

Somsak told the police that the crime happened on Koh Phangan last September. He confessed to strangling his wife Darika Phansranoi, 42, and dumping her body into the sea at Aou Nang beach near Thong Nai Pan.

The problem for Somsak, he said, was that he was unable to sleep as he was being &#8220;haunted and followed by the spirit of my dead wife. Now I feel relieved that I have confessed to you. I beg for forgiveness for what I have done to my wife. I won&#8217;t run away anymore.&#8221;

After checking their records, the police discovered that the body of Darika Phansranoi had been found on September 8th and appeared to have been strangled. Unfortunately, the police were unable to arrest Somsak for the murder due to lack of evidence.

  <body>Spare a thought for Wirat Noitamyae this week. The thirty-year old recently lost his job and was forced to wander the streets of Khon Kaen near [Phuket] [1] looking for work.  Unfortunately, Wirat Noitamyae was unable to find a new job and was forced to sleep on the streets after completely running out of money.

The luckless man tried his hand at begging, but this too proved to be unsuccessful and Noitamyae soon became desperate. Until, that is, he struck on a brainwave. Why sleep on the streets and have to beg for a living when he could be resting safe and sound in prison?

According to a report in the [Phuket Gazette] [2], the Khon Kaen police were called to the fresh market to arrest a man for sexually assaulting female shoppers. The police were quick to apprehend Wirat Noitamyae, who admitted that he had been squeezing the breasts of female shoppers in order to get arrested. Unfortunately for him, it took several attempts before someone decided to call the police.

When the unlucky man was finally arrested and charged with indecent assault he simply said; &#8220;Good, I&#8217;ll have something to eat.&#8221;

  <body>Three young thieves who have obviously chosen the wrong profession, were arrested in Pattaya for impersonating police officers and stealing 20 baht from two Thai victims. It wasn&#8217;t the first time someone has pretended to be a policeman so that they could shake down locals hoping to score drugs or cash, but this incident was certainly one of the dumbest.

Two men and a woman, all aged around 20 years old, drove their pickup truck to Pattaya&#8217;s Pratamnak Hill near the radio station, where they found two slightly older Thais drinking at the view point. After allegedly presenting themselves as the police, they conducted a full body search of the two men hoping to find ya ba (Thai amphetamines). 

But in a classic karmic twist, the two men had a mere 20 baht between them, and no drugs. The young thieves foolishly chose to keep the 20 baht, a move which eventually led to their arrest. The two victims went down to the Pattaya police station and told what had happened. 
Local police then went out and found the truck and three thieves, arresting them on the spot.
 
The two males admitted searching the victims, but denied claiming they were police. The victims didn&#8217;t want to file charges against the kids, but did want their 20 baht back. Police decided it wasn&#8217;t worth the paperwork to process the thieves, and let them go with a warning.

  <body>An American man, who was extremely drunk, rammed his pickup truck into a motorbike seriously injuring its two riders and then trying to flee the scene. The incident happened in Pattaya in the early morning hours, and the two victims were Thai women. 

Police rushed to the scene to find Miss Sakorn Klabklang and Miss Ploypan Kotsanlee lying on the road around 500 metres from where the accident happened. The distance between the bodies and the motorbike suggest the intensity of the impact. The two women were rushed to Banglamung Hospital.

Later, police tracked down the location of the pickup truck where it sat along a small lane in Pattaya. After plowing into the motorbike, the truck dragged the bike all the way to the place where police found both the truck and a heavily damaged motorbike. The police also found the 51 year-old American man, Chris Holmes, in a very drunken condition nearby the truck and arrested him.

Witnesses reported the accident, stating that Holmes was driving very fast from Jomtien when he smashed into the womens&#8217; bike, which was coming towards him. The victims were thrown 500 metres from their bike, which was then dragged by Holmes&#8217; truck to his house. The condition of the two women is unknown.

  <body>In as many days, two foreigners living in [Rawai, a coastal village in the south of Phuket][1], were found dead in their rooms. The first casualty has been identified as Martin Howard Schechter, a 67 year-old American. The second death was a 40 year-old German national whose name has not been released.

After not being seen for five days, the staff at the resort where Mr Schechter had been staying broke down the locked door and found the decomposing body of the man lying face up on the floor with blood around the body. Police and local forensics teams studied the room but could find no evidence of foul play.

Police are still unsure whether Mr Schechter&#8217;s death was a drug overdose or the result of an unknown medical condition. A bag of pills was found on the table next to the bed. 

The German man, who was a long-term resident of Rawai, was found dead in his home slumped over his computer. Initial examinations by the forensics team suggest he died from a heart failure. This adds two more bodies to Phuket&#8217;s rather large number of foreign deaths in 2008. At least these two appear to be natural and not the result of crime.

  <body>An Australian man identified as Kevin Thomas Fitzgerald, age 53, was fingered as the man who stabbed a female Thai beer bar employee after taking her home to his Pattaya condo on 24 December. 

The victim, Ms Aem-On, told police investigators at the hospital that Fitzgerald has taken her out of the [South Pattaya beer bar][1] when she works back to his room to have sex. She said the two had &#8220;natural&#8221; sex on the man&#8217;s couch, but afterwards he demanded that she perform rather unnatural sexual acts that she could not bring herself to do. 

Fitzgerald turned angry when she refused to perform, pushing a pillow into her face in an attempt to smother her. As she tried to get free, the man suddenly stabbed her in the neck with a knife. Somehow, she managed to get out of his room and cried for help. Residents of the condo called the police and waited until emergency rescue units arrived. 

When police arrived at the suspect&#8217;s room, they waited 30 minutes before he allowed them in. Once inside, they found bloodstains on the couch, the victim&#8217;s clothes and her purse. Fitzgerald was taken into custody but refused to say anything to the police. It appears that words won&#8217;t be necessary, and the woman has made a full recovery.

  <body>The National Economic and Social Development Board (NESDB) reported a surprising increase in thefts nationwide in Thailand.  However, the NESDB said tobacco and alcohol consumption decreased slightly.  The report covered findings from July through September.  

Many of the thefts included stolen vehicles.  Motorcycle and scooter thefts were at the top of the list with 5,036 stolen in the three-month period.  NESDB Deputy Secretary Suwannee Khamman said thefts have been increasing since more people will buy stolen vehicles or stolen parts.

"So far, only 18.5 per cent of the cases have been solved," NESDB deputy secretary-general Suwannee Khamman said.

Most of the thefts took place in and around the Bangkok area, Thailand&#8217;s largest city estimated at around nine million people.  [1][Northern Thailand] faired better in the report.  Large-scale thefts were reported to be decreasing along with youth crime the NESDB report showed.  The agency reported that Thai youth were more interested in entertainment than criminal behavior.  The NESDB recommended positive behavior in the media.

Murders, sexual crimes and physical assaults were collectively 18 percent lower than this time last year. The NESDB was encouraged by this drop, and will make further recommendations to authorities on their findings later this month.

  <body>A 15 year-old Pattaya girl has been allegedly raped by an American man in his hotel room. The victim&#8217;s aunt is a deck chair vendor at the beach, who unfathomably gave permission to the 35 year-old American man named Mr Luis to take the girl and her 12 year-old sister to see a movie at the Royal Garden Plaza. 

According to the victim, after seeing the movie Mr Luis invited the two girls to visit him at his hotel room in the Marine Place Hotel. The younger sister was tired and asked to be taken home, after which the victim went with Mr Luis alone to his room. He gave the girl a glass of water, and within minutes she felt dizzy and passed out.

When the girl awoke the next morning she found her genitalia was bleeding so she questioned Mr Luis who was still there. He confessed to raping her and promised to marry her. The girl then went home to soothe her mother&#8217;s concerns about where she had been all night. They both rushed immediately back to the hotel to (surprisingly) find Mr Luis had checked out. 

Police are now looking for Mr Luis to bring him to justice, but perhaps the girl&#8217;s idiotic aunt might also be arrested for the stupidity of letting a 12 and 15 year-old girl go off alone with a strange adult foreigner.

  <body>A disturbing new trend is sweeping the normally relaxed resort island of Phuket: crime. What is normally the exclusive realm of Pattaya, violent crimes and theft against foreigners has risen sharply in recent months but the police seemed impassive towards the problem. 

The crime wave can theoretically be traced back to a year ago, when Norwegian resident Simen Knudsen was murdered by thieves. His killer was never apprehended, and the wave of violent incidents against foreigners riding motorbikes in the [Rawai district of Phuket][1] continues unabated.

Attackers are getting bolder, committing more acts of crime in broad daylight and in public places. The latest incident involved a 38 year-old Dutch woman Sandra Ullrich, who had her skull fractured when two Thai men on a motorbike attempted to snatch her shoulder bag at one in the afternoon while she was driving her bike.

Ms Ullrich has been living in Phuket for four years, and the attack happened at a relatively busy intersection in the heart of Rawai. Her husband told the Phuket Gazette that the Chalong Police showed little enthusiasm about the case, prompting Mr Ullrich to state he was ready to take matters into his own hands if the police didn&#8217;t put some effort into catching the attackers. 

Several similar attacks have happened in the past six weeks, and two incidents happened just two days prior to Ullrich&#8217;s. The area around Rawai and Kata Beach has a reputation for motorbike snatch and grabs, but police are seriously dropping the ball according to many long-time foreign residents.

  <body>Anyone who has been to Pattaya can attest to the freeform spirit and relative debauchery of the place. It lures some of the stranger elements in the kingdom, both domestic and foreign, and rarely fails to offer up equal doses of tragedy and comedy. 

In recent news, a 52 year-old Frenchman slashed his wrist and committed suicide over his Thai girlfriend&#8217;s insistence on keeping her job at a local beer bar. The woman, aged 34, came home from work and found her boyfriend lying on the bed in a pool of blood. She told police that they had argued frequently about her work at the beer bar, citing &#8220;disappointment&#8221; as the likely cause of his suicide.

On the following night, a 32 year-old Thai transvestite was arrested for a series of grab-and-run thefts along [Pattaya&#8217;s famous walking street][1]. He was finally caught when he tried to steal the purse of a Thai woman at Lucifer Discotheque as she finished paying her tab. The ladyboy grabbed the bag and ran, but was apprehended by other customers before he/she could even get out of the bar.   

Ladyboys continue to be a problem in Pattaya, as the next night a Turkish man had his pockets picked while being hugged by two ladyboys who tried to solicit him for sex. Although he refused, one of them made off with his wallet containing 70,000 baht without him noticing.

  <body>In a disturbing new trend in the northern Thai city of Chiang Mai, gangs of youths are stealing unprecedented numbers of motorbikes and cars from locals and visitors alike. [One such gang of bike thieves was recently caught by local police][1], shedding light on the growing problem that has Chiang Mai residents concerned.

The gang of seven teens between the ages of 16 and 20, along with their 19 year-old leader, were arrested and confessed to stealing more than 50 motorbikes in recent weeks. The leader also told police that at least four other gangs were stealing motorbikes and cars in Chiang Mai and the surrounding province.  

According to Deputy Commander of Chiang Mai Provincial Police, Pol Col Panudej Boonrueang, &#8220;motorcycle thieves work for a syndicate. They steal motorcycles and others are hired to ride them to border areas. Other gang members contact buyers in neighbouring countries to pick up the goods. A major motorcycle theft syndicate will send stolen motorcycles to neighbouring countries at a cost of less than 10,000 baht each.&#8221;

The gangs typical work at night, targeting apartment blocks where clusters of dozens of motorbike are parked. The thieves put the motorbikes in a pick-up truck and simply drive away. It doesn&#8217;t matter if the bikes are locked or not. Police believe that more than 400 bikes have been stolen over the past three months. That adds to around four bikes per day.

  <body>It may sound like something out of a Hollywood movie, but a British foreign resident was drugged and robbed by [a Thai woman of dubious character in Pattaya][1]. When the man regained consciousness he could barely remember a thing except that his cash and lady-friend were gone.

At around noon, a Thai woman and foreign gentleman rented a room at the Bird Inn Motel on Soi Bongkot. This is not particularly suspicious in itself; but when the woman, who was smartly dressed midday in a black dress, left the motel in a rush staff suspected something might have been amiss. 

At 17:00 the hotel staff called the police to report a problem with one of their guests. A police squad, accompanied by Sawang Moriboon rescue, went immediately to the motel, where they discovered a foreigner, who was later identified as a British man of 55, lying on his bed in an incoherent state of mind. The Brit appeared to be drugged so he was transported to the Pattaya Memorial hospital for a check.

So far, investigators only know that the woman exited the hotel in a hurry and hired a motorbike taxi, who drove her to Gran Hall market. Police went to the market but surprisingly failed to find her. The investigation is still evolving, as the victim needs to regain better clarity before he can provide the police with useful information.

  <body>The trial of a Thai man charged with murdering a Swedish tourist in Phuket ended with a verdict of guilty and a sentence of life in prison. The crime occurred in March on a remote beach on the island of Phuket, but the suspect eventually surrendered to police after initially fleeing the country.

Akaradet Tankay, the killer of 27 year-old Hannah Charlotte Bankluns, was convicted by the Phuket provincial court for murdering the Swedish woman on Mai Khao beach, a remote spot on the northern coast of [Phuket][1]. After taking a swim in the sea on March 15, Bankluns emerged from the water and was approached from behind by Akaradet, who attempted to rape her.

Akaradet used a knife to threaten the Swedish woman, who resisted. The 31 year-old Thai man then stabbed her more than 20 times before leaving her to die on the beach. Akaradet then immediately fled to Burma. After being persuaded by his parents to return to Thailand and face the charges, Akaradet surrendered to the Rayong police on March 19. Although he initially admitted to the murder, he later retracted his confession. Based on the evidence, however, the court still found him guilty.

  <body>In a baffling mystery, even by Thai standards, UK traveller Danny Hall mysteriously disappeared from the island of Koh Pha Ngan more than six months ago without a trace. The 36 year-old man was last seen on February 25, shortly following one of [the resort island&#8217;s infamous full moon parties][1].

Hall&#8217;s disappearance has left family, friends and investigators alike clueless as to his whereabouts or what may have happened to him. His backpack and guitar were found in his bungalow on the [isolated beach of Hat Yao][2], but his passport and moneybelt were missing. Friends who saw Hall prior to the disappearance felt nothing out of the ordinary, leaving family to wonder if foul play was involved or Hall simply wanted to vanish. 

One of Koh Pha Ngan&#8217;s police chiefs was transferred as a result of the sharp increase in crime and safety concerns on the popular tourist island. A number of attacks have been reported, but most of them go uninvestigated. While the government claims to be concerned about tourist safety, crime is definitely on the rise.

When Mr. Hall&#8217;s family came to Koh Pha Ngan to check things out for themselves, they discovered the local police hadn&#8217;t searched the area and had virtually no information about Danny&#8217;s case. Danny Hall&#8217;s bank account shows no sign of activity, and immigration says he never left the country using his passport. Most locals of the island agree, however, that dead bodies tend to surface at some point.

  <body>In a classic example of bungling thievery, an ATM controller for Krung Thai Bank stole more than 2 million baht from his workplace, then blew 1.2 million of it on women and booze. The bank employee spent 15 days on the run, partying it up in Pattaya until police finally caught him.

Kanin Puengsiri stole an ATM box and its contents of 2 million baht in cash from a Krung Thai ATM machine in the central Thai city of Pisanuloke. Karin&#8217;s abrupt disappearance from his job, along with the ATM box, made him an obvious suspect. According to police reports, Kanin had a spare key to the ATM machine in Pisanuloke&#8217;s Patumthong Shopping Centre that contained 2,258,000 baht.

After working at Krung Thai Bank for 3 years, Kanin decided on August 15 to use a key he had access to and steal the money from the ATM. After hiding out in Pisanuloke for a few days he fled to Pattaya with several of his friends where they spent approximately 1,243,000 baht entertaining themselves at Pattaya&#8217;s Hi-Lo pub. 

Mr Kanin&#8217;s choice of venue was aptly named, for he was arrested at his hotel in [Pattaya][1] with the ATM box and remaining cash, and now faces a lengthy jail term. Kanin stated to police that his only motive for stealing the cash was to have a good time with his friends.

  <body>In a sad new trend for Chiang Mai, Thailand&#8217;s &#8216;Rose of the North&#8217;, street crime is on the rise. Recent crimes include a rash of muggings, something rarely heard of in this normally placid and laid-back travel destination.

Chiang Mai is undeniably a large city with most of the expected problems such as pollution and traffic congestion. But thanks to the kind nature of northern Thai residents, crime has rarely been considered one of the city&#8217;s main problems. But as economic woes continue to hit locals where it hurts, it appears that petty crime is about to rare its ugly head.

Three recent muggings are the latest in a [string of crime][1] that has put the city on alert. Two muggings occurred on the popular [Sunday Walking Street][2], and the other in busy Wararot Market. The incidents at the Walking Street are the most shocking, as this special weekly pedestrian market is thronged with locals and tourists but has always been a peaceful environment. 

A Malaysian tourist was attacked right in the market and had her bag stolen. Later the same day, a Canadian visitor had his pockets picked on the crowded street, a rare crime in Thailand. Police have arrested two men in relation to the muggings of the tourists. But locals are also becoming victims, as a Chiang Mai resident had her bag snatched in the popular Warorat Market. Thankfully, local police caught this thief as well.
